I just got a new cell phone. I know that I have to let it charge fully before the first use, and then let it go down fully and charge three times. Then what? Should you charge it overnight or is that overcharging? Any tips? Thanks!
All new cell phones use Lithium-Ion batteries, you don't need or want to let it go fully down and charge three times. That is carry over from back when nickel metal hydride batteries were used.
Lithium Ion batteries will last the longest of they are not allowed to completely run down and are kept out of the heat. So don't leave your phone in the sun and don't use it until it shuts off due to a low battery and you will get the best life.

My friends mom talked the salesmen into getting 2 phones for free (it wasn't a promotion at the time) while signing a new contract. I'm switching over to Verizon on someone's plan, they'll be renewing their contract and adding me a line. How can i bargain to get a few discounts or something for a phone? any tips?
the contract holder is getting a deal.. i was wondering how we can bargain to get myself a deal..
If you're joining someone else's plan, they're not going to bargain with YOU, they'll be interested in talking to the person who has the contract.
They don't care about what you want, in their eyes you're not the one paying the contract.

I'm currently with Verizon, but my contract ends next month. Currently I'm paying for something that my fiancee and I use half of - 300 of our 600 minutes - and I'd rather spend less if possible. However I still want the convenience of us both having a cell phone. Any tips?
No. There are no plans with less than 600 minutes.. the answer to part of your question.
